Tania Rorke, Executive Director
Tania is a past president of the Society Hill
Civic Association, serves on many community and non-profit boards and has volunteered
in a fundraising capacity for numerous Philadelphia organizations. She received
a BA in Human Services from the University of Massachusetts, holds an MS and
CAGS in Occupational Therapy from Springfield College and a Business Certificate
from the Wharton Management Program. Tania has lived in Society Hill since 1998.
Paul Stavrakos, Board Chairman
The Reverend Paul S. Stavrakos retired in 2003 from the Board of Pensions of the Presbyterian Church (U.S.A.) after serving 14 years as Vice President, Church Relations and Assistance. He began his work there in 1989 after completing 26 years in the parish ministry, serving congregations in Indianapolis, Philadelphia (Fox Chase), and Wheaton, Il (1st Church). He currently serves as the Chair of the Board of Directors of Presby’s Inspired Life, and Secretary of the Presbyterian Community Ministries of Delaware Valley. He served as the Secretary of the Board of Directors of the Center City Residents Association.
He and his wife Judy live in Center City, Philadelphia, and have two grown children.
Kristin Davidson, Board Vice Chairman
Kristin Davidson retired from the University of Pennsylvania in 2007, where she was Director of Administrative Affairs for the College of Arts and Sciences. Prior to her that she held other positions at the University of Pennsylvania: Assistant Dean for Administration in the School of Nursing, Director of Operations in Career Planning and Placement and Business Administrator in the Development Office and the Political Science Department.
She is a member of the board of directors of Boys & Girls Clubs of Philadelphia (where she chairs the Governance Committee), the Academy of Vocal Arts (where she serves on the Strategic Planning and Governance Committees), and vice president of the board of the Freire Charter School Foundation. She was a member of the National Executive Board of the Network for Women in Higher Education Administration of the American Council on Education. She is a former President of Center City Residents’ Association. She volunteers with the Center for Literacy as a tutor in reading and writing. Kristin has a BA in anthropology and a MSEd in the anthropology of education from the University of Pennsylvania.
Patricia A. Barford, Board Treasurer
Pat has served as a loan and risk management consultant and contractor to community development financial institutions(CDFIs) and community banks for the past few years. In her most recent assignments she served as an interim director of the finance fund for a national association of CDFIs and as a financial analyst. Prior to being a consultant, Pat spent more than 25 years in commercial banking. She managed teams of lenders in specialized commercial lending and corporate lending areas, and managed a team of analysts who underwrote commercial real estate transactions. As a senior relationship manager in the workout area she was responsible for working out of troubled loan situations and as a director in the chief lending office she was responsible for developing loan policies and procedures, developing processes and procedures for risk management and training management.
Pat also was a volunteer for Wintershelter, Habitat for Humanity, Presbyterian Disaster Assistance for ongoing relief of Katrina victims, and The Philadelphia AIDS Consortium (Former Board Member, Treasurer, Chairperson of the Finance Committee, Vice-Chairperson of the Operations and Management Committee.)
Janet Burnham, Board Secretary
Janet is a Senior Vice President at Thomas Jefferson University Hospital.
Janet has worked in the health care industry for over
25 years. Janet holds an MBA with a major in health administration
from Temple University an MS with a major in education from the University
of Pennsylvania and a BA from the University of Pennsylvania. Janet
has resided in Society Hill for 22 years.
Carter Buller, Board Member
Carter is of counsel to the Philadelphia law firm of Montgomery, McCracken,
Walker & Rhoads, LLP. Carter has been with the firm for over 40 years, and
founded its Employment Law Department as well as serving two terms as chairman
of the law firm. He currently serves on a number of boards, including Thomas
Jefferson University Hospital. He has resided in Society Hill since 1965
and is a past president of the Society Hill Civic Association.
Patricia F. Harner, MA, Board Member
Pat most recently was Executive Director of Physicians for Social Responsibility (PSR). PSR is dedicated to creating a safer, healthier Philadelphia through programs for underserved children, their families and communities. PSR was a natural extension of a healthcare focused career that started with teaching nursing anatomy and physiology labs in graduate school, to teaching and providing clinical service with Planned Parenthood, to the marketing of medical instruments, prescription drugs and healthcare services.
Paralleling this career has been a dedication to community safety and non-violence through the development of a neighborhood Town Watch group and serving on boards for the Center City Residents and the Center City District to ensure that Philadelphia is a safe place to live and work. Pat has resided in the Rit/Fit neighborhood for 40 years.
Steve Huntington, Board Member
Steve Huntington practices law at Huntington & Franklin, P.C. in Center City. He is a former president of Center City Residents' Association and has, over the years, been involved in a number of neighborhood initiatives including the institution of Permit Parking in the 70s and the founding, with two other neighbors, of the Friends of Schuylkill River Park in 1988. More recently, he chaired the Center City Residents' Association Neighborhood Plan committee and is acting as the cordinator of the Crosstown Coalition, a group of twelve civic associations in the downtown area. He is an officer of the 8th Ward Democratic City Committee and has resided in Center City west of Broad Street for 40 years.
Dr. Anna Meadows, Board Member
Dr. Anna T. Meadows retired in 2011 as a Pediatric Oncologist and a professor of Pediatrics and Medicine at the University of Pennsylvania. She spent her 40 year-long medical career at the Children’s Hospital of Philadelphia (CHOP) treating young patients with cancer when only about 2 of 10 children with cancer were likely to be cured; since then the cure rate has climbed to 8 of 10. She was prominent internationally in developing protocols for treating children with cancer, especially leukemia, lymphoma, and retinoblastoma. Her treatment protocols for retinoblastoma have resulted in saving the eyes and vision of hundreds of children.
Prior to studying medicine, she was a clinical psychologist. Her most important work was concerned with the effects that treatment had on the quality of life of survivors; the results of that research were reported in numerous publications, book chapters and lectures. She also established specialized care centers for survivors of childhood cancer at CHOP and Penn that have become models for similar programs nationally and internationally.
She is Vice President of the Board of the New Century Trust, a foundation that supports organizations that promote the social, economic and educational advancement of women and girls, and serves on other educational and medical boards.
She and her husband have resided in Center City for more than 30 years. Since her retirement she has focused her interest in the delivery of health care on developing ways of providing individuals with the tools they need to participate fully in decisions regarding their own medical care.

Eileen Mijlin, Board Member
Eileen Mijlin is Vice President of Wells’ Fargo International Marketing Division. She has been with the bank for 31 years throughout multiple mergers. She is also an Adjunct Professor at Temple University where she teaches Spanish in the undergraduate program. Eileen is also a Board Member of First Person Arts, an arts group dedicated to the telling of memoires and stories via a multiplicity of art forms. She is also a consultant at the Fox School of Business Enterprise Management Consulting Practice guiding MBA students. Eileen has both her undergraduate and MBA from Temple University.
She came to know Penn’s Village when her late beloved husband was ill and needed some much needed support, and as a Board Member hopes to grow the vitality and importance of this group.
Ellen Rapsher, Board Member
Ellen Rapsher has served as a Media Specialist in Cinnaminson, NJ for the past 30 years. Living in Philadelphia since 1979, Ellen has served on the Diaconate and Session of the First Presbyterian Church. A graduate of Bucknell University, Ellen holds her AMLS from University of Michigan, school of Library Science. Ellen enjoys people of all ages, travel and reading. She lives in Queen Village with her husband, Bruce, and two cats.
Lenore Scola, Board Member
Lenore’s field of expertise is Geriatrics; she served as the Director
of Senior Services for the Jewish Family and Children’s Service of Greater
Philadelphia (JFCS) from 1986 to 2006. Among her accomplishments is her early
participation and advocacy for “Aging in Place” and “Naturally
Occurring Retirement Communities” (NORCs) programs in the Philadelphia
area. Lenore is a graduate of the University Of Pennsylvania School Of Social
Work and is a Licensed Clinical Social Worker currently in private practice.
She has resided in Queen Village since 1986.
